1．在大足区境内已完成工商注册和税务登记，符合产业政策导向，具有独立法人资格，依法经营的外商投资企业及外商投资合伙企业。

2.对近两年发生安全生产、食品安全、环境污染等责任事故和重大群体性劳资纠纷事件，或涉及非法生产、偷漏税、侵权、假冒伪劣等违法违规行为受到查处或通报，或未完成投资合同履约义务的企业实行“一票否决”。
